3.5/5. Amazing card. Grabs really nifty utility creatures like Llalnowar Elves and can even grab a Birds of Paradise the turn its played. Even if its disenchanted, you can grab something before it goes away assuming there is something in play with low enough power. Great in limited against things like Slivers and Coffin Queen or Ertai...

So, this is the allure of Legacy?

This card is so underrated. It's perfect for just about any control deck, the only control superior control spells I can name are Control Magic itself, and Vedalken Shackles.
@Needadispenserhere: Adding an ('s) at the end of a word can mean a conjunction of ( is) or used to show posession, the latter is correct in this case. In the novels, the "Legacy" is a thing.

This card is simply amazing -- very underrated. I remember when this used to be played extensively in the Tempest tournament scene. The low cost and the fact that it can't be disenchanted once it resolves make it a solid 4. It's nearly as good as Control Magic. If you doubt my words, pick up a few and try them -- you won't be disappointed.

Legacy is also a format, one of very few in which this card is legal due to being so old. Saying that it is the allure of Legacy the format and not the Legacy to which the card refers is a play on words. I can't believe I just explained a pun.
Also a good card, much like the Seal of ___ cycle of cards. It sits on the battlefield until you need it. That's part of why the restriction isn't so bad- you don't have to wait to spend the mana on it. The other half is, of course, stealing Birds of Paradise on turn two instead of turn four. Also, lulz with Vhati il-Dal.

Seems very powerful to me. Drop it early and forget about it. Your opponent will be sweating bricks trying to play around it all game, unless they happen to have enchantment removal.
