Why this guy isn't an assassin is beyond me. It gets to use an obscure counter type, which is always fun. Its a very slow assassin, but if you get 2 or more out or an untap effect its arguably better than even Royal Assassin. Well...it can only kill non-black creatures, hence the 2.5 star rating...at least it can kill artifacts.
Little side note: it can kill black creatures with bounty counters on them. So Fate Transfer, etc... can help you...
Not the most efficient hunter, but I really like the flavor of this guy. A pack of 4 Bounty Hunters is pretty fun.

His flavor is that he is paid to take out a target, and his mechanics are "destroy target insert quality creature" (Royal Assassin targeting tapped creatures, Merfolk Assassin islandwalking creatures, Ramses Overdark enchanted creatures, and so on). It reads very strongly as an Assassin.
I'm going to go out a little further on a limb and say there's not much reason for this, or a few other cards to be Archers. Sure, he has a bow in the art, but so does Kelsinko Ranger and Caller of the Hunt. You can pick up a sword without being a Soldier or Knight, why not be able to pick up a bow without being an Archer? Especially when another "class type" fits better.

Very useful in my mono black removal deck, particulary with a pair of them on the table. Team him up with scuttlemutt and even black creatures can't hide.

@longwinded: Well, to be fair, bows are, in fact, much more difficult to use than a sword, which you should know if you've ever tried shooting with one. So it stands to reason that most users of a bow are in fact professional archers, though I would say that both soldiers and warriors, as well as assassins, could, as masters at arms, be reasoned to use bows.

A pity that he ain't a human assassin, with his second ability reading: "Assassins gain: 'T: Destroy target creature with a bounty counter on it.'"
That would have boosted him a bit, and would be more flavorful.
