You could make him an archer based on the image. You could make him a soldier based on the flavor text. You could make him a scout based on the "Ranger" name and fact that he's a combat trick on legs (gives a target first strike) like Icatian Scout, Advance Scout, or even Viashino Bladescout. The one thing it should NOT be is an ordinary human.
Mechanically, he seems most like a scout to me. He also doesn't have any "rangestrike" or anti-flier abilities, so mechanically the archer type just doesn't "click" with me. Just because he has a bow doesn't tell me he has to necessarily be an archer, first and foremost. This is also from a time when art, mechanics, and original idea were not expected to sync as well. This is not long after the aforementioned Icatian Scout was printed on a flying bat, despite not having flying.

Would be better if his ability was only, but I don't care. I like his flavor with my human deck, and also that he's one of the cards I still have from when I played back in the day.

Probably rated too low. 1-drop creatures are supposed to be 1/1 with a weak ability. This is pretty fair for the cost.
