A simple 1/1 one-drop with a drawback? Seriously, what the heck?...
Anyways, i'd like to see this as a keyword ability. Something like "Bellicosity" would be nice i guess. This would enable abilities that refer to creatures with that ability, and as such also interesting effects that give advantages to this drawback. Then this guy could even find use in a deck.

This card actually manages to be worse than Mons's Goblin Raiders. In fact, the only thing this has on the Raiders is the Warrior type, but Warriors aren't exactly the tribe with the widest support.

I love how Mirrodin has some of the most powerful spells in the game...and then it has this and Chimney Imp. While this card DOES take an overpowered card like Mons's Goblin Raiders and gives it a drawback to make it less broken, I don't believe this card is as well made as Chimney Imp.

I fail to see the problem with this card. If you put it in a Goblin deck, it doesn't matter. You attack every turn with all of your goblins anyway. Why does it matter?

You only have 60 cards in a deck, so you want the best cards you can get. This guy is just really, really bad when compared to other cards you could use. Like Raging goblin, 1/1 for 1 mana but with haste. Or anything.

Anyways, ever see a card and feel they must have made a typo? This card SCREAMS 2/1, or even 1/2 to be honest. At least that would make it interesting. Ideally I'd make this a 1/2 with haste and "bellicosity" :D
I think whoever made this didn't actually care about the card, they just wanted a goblin with a cyber-spear or whatever that is.

Strictly worse than Mons's Goblin Raiders, which is strictly worse than Raging Goblin... which is worse than Goblin Guide in most cases. And for fans of un-sets, Mons's Goblin Raiders are also strictly worse than their Waiter counterparts.
Seriously, this card is shit. Yes, Guide is a rare, but Raiders and Raging are both commons. There's really no excuse.

I have a feeling that it was originally a 2/1 for with the drawback, but it ended up testing too strong in limited. So they did a last minute change. And historically last minute changes in development tend to be horrible ones.

IE, if you like this card AT. ALL., you probably like it enough to want to play 20 of them in your deck.
Maybe not quite the most efficient way to make lots of Goblins...but I like that idea more than Empty the Warrens, for some reason. :P

IS it pretty bad? Yeah. Will most decks prefer a basic 1/1 drop? Certainly. That said, an ability like that doesn't always have to be a downside. I wouldn't want to draw one in a pack, but I'm glad to see it exists.
