It would be bad if it was vanilla.
But honestly, it's just wrongly designed. A giant, cast-iron tank with a built in laser cannon and... that's all it does? Rubbish. I demand one-sided WOGs and free card draw and pudding for a contraption this badass.

was gonna use the cheaper better versions of this card with equipment that are cheap but dont let the creature untap. therefore it gains an untapping ability.

@Superllama12, old artifact creatures were printed without creature types. Then they later decided that all creatures (well, except for Nameless Race) should have creature types, artifact or not, and went back and added creature types to the old artifact creatures. If you look at the "details" tab, you'll see that this is officially considered a Juggernaut.
Speaking of which, that should have given them some ideas for how to make this card better.

3/3 for were pretty fair stats for a blue or red deck in Mirrodin block Limited. And yeah, this and Vulshok Gauntlets were both commons in the same set.
Apparently, the goblins of mirrodin are, both simultaneously, very good and very poor mechanics. Their war machines are crap terrible, where as their giant lazers (or charbelchers, whatever) of death are masterworks.

This is terrible, but it's not worth less than 1. It's a 3/3 for {4} in any color, which can at the very least block. It also can be used in the occasional combo involving an untapping effect, so eh.
