Green can ramp mana easily enough, i have a few decks that could cast this by turn 4 or 5. And as an instant, you let an opponent do all they want to prep an attack, play maybe two or three spell if your lucky, and then you drop this on blockers phase and surprise them.

what?..this card is very useful in a beast deck, you..not only able to use like a trap in a opponent turn..
you can also combine with Spellbinder and..Stampeding Serow
maybe that it's so useful

This guy can be a beast (pardon the pun) when used with lots of 0 drops and mana excel cards. I know in the past I have overlooked this card, just imagine comboing him with dark ritual(in a G/B deck possibly) and any other cards you can use to boost mana. You may end up geting a whole army of 4/4 beasts as early as turn 4.

Don't forget that it's an instant. You can let your opponent go crazy flooding the board in elves or something, and you can cast this at the end of the turn. Not a bad application of this card.

Hilarious in multiplayer if two of your high-brow blue opponents get into a huge counter war. At the end of all that, quietly drop this. And laugh.

i now run this card with possibility storm, in a moment's peace turbo fog stompy deck. even if this spell gets exiled, i still get all those copies. magnificent. and even if moment's peace gets exiled from flashback, possibility storm pulls out another card and shuffles moment's peace back into the deck. fantastic.
