Eh, it already costs seven to cast, so why do its activated abilities cost four? Thats way too expensive for tapping small creatures and grounding fliers.

R&D guy 1: we need a way for blue to stop an army of little creatures that pop out on turns 1-4
R&D guy 2: how about an elemental that taps them on turn 8

This is a very cool card that's been developed into irrelevance. It honestly should have costed 5, with each of its abilities costing 2U. I really don't think it would have been too good if it did and would have made a fine multiplayer/EDH card- an answer for blue to stop weenies or de-fly people.

Everyone complaining about this card costing too much needs to remember that this card was designed for Ons/Leg/Scg limited, and one of the themes in Scourge was converted mana cost matters. Being a seven mena flier, with two abilitites that remove blocks actually istn't all that bad in that context. It's first ability breaks board stalls, and the second creates inevitability. This card seems fine for the limited environment it was designed for.

Outside of that, unless you're trying to get cute with Sorceress Queen type effects, it's really not doing much . . . .
