Better next to Liliana of the Dark Realms actually. Can be a T6 14/14 flying attacker in the best case (ish), or at least a T6 5/5 flyer, which is enough for limited.

I'm going to take the other side, though- did you not see Batman Begins? Perhaps this is all fog, not really much light at all? Gotham City was very dark, so badly so you couldn't see anything!
Alright, so *actual* black-hole level lightlessness is not something we find in nature very often....there is some source, I guess of light. My best guess is that you might notice the magic illumination around the eyes of this, and many, other creatures? And other such auras could easily be the pale source of light that is caught by the fog bank that rises from the Swamp and Bog and THUS creates this strange cloud of occluding vapor!
In fact, even though with all these Magical Creatures emitting little auras into the night, this hour of night is obviously the most impossible to see in! What is there to watch in Gotham City? There's plenty to HEAR- shouts of horror, shrieks of the damned and demented, despair and mournful cries of the utterly lost and hopeless, etc., etc., and so forth your usual fare of the Victims of the Night. But come on- what mere Captain of the Watch would be of any use here in this situation?
And that is why the art and flavor text make amazing, spooky sense to me! =D =o
Play value wise, this should be exactly 2 stars, not more or less. It's fine-but-not-outstanding in Limited. It's a lot like Shivan Dragon, except Shivan Dragon is a Rare and this is a Common. If you want to practice using mana sinks, any time you play Limited with a set that has a card with similar stats (low P/T, four or five mana, + mana sink ability, probably a Black Common), you can be next to GUARANTEED you'll have the opportunity to add it to your deck, nobody's going to draft it out from under you, it'll get full tabled even multiple times maybe (very UNLIKE the Red Rares in the same category) and actually, if you choose to, you can make a deck where this is a powerful enough threat to win a game or two off of.
It's not even going to be your 'mega bomb' in Limited (hence not 2.5 stars), you can't even win a draft with it, but you can actually expect the opportunity to play with it multiple times in situations where it's relevant, and That in turn is really good for those times when you have the good fortune to -open- one of those Actual Bombs that you should Definitely Not Pass. Anyone can get a nice rare in a booster pack- but not everyone is going to know what to do with them. Consider Nightwing Shade the place you go to practice being Good at Dragons :) It itself sucks, but it is actually not with zero possibilities, and has close relationship to some Very Good cards. That's relevant in my book!
FURTHER- all of the other Common Mana Sinks, the other Small P/T cards, but with equally LOW MANA COSTS, ie Guildmages and DOZENS of other cards that are important in Limited, cards at Common and Uncommon that you'll have a decent chance to draft but which are actually good enough that they probably won't table...you probably will misplay those unless you can confidently pick this card sometime after 11th or after 15th pick and know exactly how to get the most out of it.
Mana sinks are a really important part of Magic, and this one I feel is very exactly much in 2-star range. I'd pick it over the Minotaur Abomination because of FLYING.

Over costed card... Shades are usually one of my favourite creature types... This is not my favourite shade...
I appreciate the artwork on the card and the flavour text fits very well...
