I wish they brought world enchantments back- they seem like a cool idea! but they might not since they made planechase... i guess theyd have to explain the difference between world magic and planeswalking

No. This is still a World Enchantment, they just don't make any new ones.
Similar vein to Sulfuric Vortex. Instead of killing faster, it retaliates against Disenchant type cards. Nice.

No, World Enchantments are different, and as HairlessThoctar says, they aren't printing anymore. World is a supertype similar to snow and tribal. Only one permanent with the World supertype may be in play at any one time. I'm not sure what happens when the second enters, but I think all but the newest one die to a state-based effect (In other words, there is no point in time where both are in play at the same time and can be interacted with)
