Not very useful, barring some sort of silly deck - sacrificing lands will make it harder to play the cards you just drew!

If it sees play anywhere, it's definitely in a Crucible of Worlds deck, maybe one that's Landfall based. Maybe with an Oracle of Mul Daya out (or just Fastbond) you could sack two lands for two cards in hand and two Landfall triggers by replaying them. Otherwise a very late-game card where you'd have too much land in the first place. There are better card draw engines when you're not trying to combo off of the sacked lands. Arcanis the Omnipotent comes to mind.

Is Blue. Loots and fills graveyard with lands.

Somewhere, there's a deck that can use this to a startling effect. I can just tell.
