4 turn auto-wins with Frenetic Efreet. Very broken, and since your playing blue and red you get plenty of removal the first 3 turns in the form of burn (if you focus your burn on creatures, it can take you quite far) and plenty of counter-spells.
Unfortunately Blue and Red don't have any good creature or enchantment search. Blue does have amazing draw though. And they ally with Black, which has omni-search.

Luck counters are counters. Therefore, yes, you can proliferate them. And since you control the Chance Encounter, Doubling Season combos with the proliferate. Follow up with a use of Gilder Bairn, and you've put 12 counters onto the Encounter from one coin flip.
