Because "Why so serious?!" would have gotten them sued. ;)
Or at least would have encouraged Batman to break into the Pit to investigate. Much less risky this way.

Could be quite good if used right. Have Fervor in play or a goblin chieftain in play/in your hand, save your cheap goblins in your hand until it is time to attack, then cast them all at once to get a surprise attack with no blockers thanks to this guy.

This is actually pretty terrible. I know people love the flavor, but you can't rate a card based on flavor (unless it was coated in chocolate).
