You're right, but just because we have so many other non-pain duals today. I could see a deck that limits the number of lands one can untap per turn using these, because the depletion counter will be removed, even though you don't untap this. The and versions were used in some Stasis decks way back when.

Terrible card, but the art is really awesome. You really get the feel that, at any time, pure red mana is gonna come flowing through the tunnel. I'm not sure where the black comes from, thought. Smoke, perhaps?

We laughed at these depletion lands even back in the days of Ice Age. Nowadays, there are so many better options. For example, the Zendikar dual lands only come into play tapped and you even gain a life. 1.5 / 5

Technically there are ways to remove the depletion counter before it forces your land to remain tapped... but i fail to see why anyone would bother when they could lose a suspend counter, or gain/lose a +1/+1 counter, or whatever else they want to do.
Still, it's a dual land. Therefore, i must give it at least a 3/5.

Best workaround for the drawback of this I can see would be as a fuel generator for Power Conduit.
