Proliferate does work remarkably well with this, in the colors that are good for proliferate. It's easy mana ramp, if a bit slow. Additionally, it comes in some colors that don't get much mana ramp on their own.

If you don't need to get all of your colors too quickly this whole cycle's great in edh. Tap for 1 if you need it and use it to color-fix if you absolutely must, but this card's real value is quietly building up large quantities of mana from the sidelines to fuel multiple fatty drops in a turn or a giant X spell.

Nearly every single Time Spiral card was an homage to at least one previously printed card.
This card is part of a five-card cycle referencing the various kinds of "storage lands;" the first were in Fallen Empires (Icatian Store, et al) then tried again in Mercadian Masques (Subterranean Hangar, et al). This cycle became easily the most successful, finding a way to make the 'storage' part of the land less-clunky, promoting some entrants in this cycle to appear in tournament-caliber constructed decks.

Great in control decks. I run one of these and one Molten Slagheap in my Modern Cruel control deck; they provide a great mana sink in case I don't counter anything, and allow me to cast my win card even if I'm stuck on five or six lands.
