Seriously? You compare this to Jitte? Everything is strictly worse than Jitte. This is a crappy rare from Ice Age. Apples and oranges, my friend.
Anyway. The art looks kinda cool. It has a hugh CMC, and a pretty minor boost, so. Yea. Strictly worse than Yawgmoth's Will and Ancestral Recall.

Yeah, you can use it on borrowed stuff, but it still costs a whopping {6} to cast and {3} to activate (in the same turn you've probably spent mana to borrow something). There are way better cards for that.

A friend of mine used this card with Seasinger once. It would have worked with Ray of Command as well. Still pretty terrible. WotC seemed to overcost artifacts and their abilities back then, with 6 obvious exceptions.

Could also boost it up at end of opponents turn, then beginning of your turn, swing with +6/+6 before sacrifice.

Probably best used on opponents creatures with red spells like threaten. Still very overpriced today.
