I made a format today. I called it A Feast for Crows. The Power 9, Jace, the Mind Sculptor and Tolarian Academy are unrestricted, but only 4 of one Mox color is allowed per deck (e.g. 4 Mox Sapphire but no Jet, Ruby, Emerald or Pearl). The only creatures allowed are 4 of these, 2 Mindless Null OR Mogg Jailer, and one Demon of Death's Gate. EVERY OTHER NONBASIC CARD IS BANNED. Quite honestly it is the most fun format ever.

People say that the best blue creature in the game is Tarmogoyf. We call them "newbies". Delver of Secrets? Bad card. While you wait 20 turns for delver to reveal an instant or sorcery, the crow will be there, pecking you slowly to death. Rating Storm Crow is pointless as there isn't a number large enough to accurately describe how mind-bendingly format warping this card is.
