A horrible card, despite blues lack of mana accel. Still, in a deck with stuff like Core Tapper, Energy Chamber or Power Conduit, it could be playable.

I still have no idea what the hell this cards artwork is supposed to be. it looks like a lot of green square swirls in the ocean. . . .

If you don't use the charge counter it can still get you one blue mana a turn so in theory this a Island that costs 4 colorless mana so it sucks.

I think it's a great card, so long as you run it in a deck that will tend to be long games, or ones where you can add counters quickly and repetitively. Cards like Gilder Bairn, heck, even Surge Node is a good way of getting any mana battery to be incredibly powerful.

Are you guys kidding me? This thing uses CHARGE COUNTERS y'know, the ones were you aren't supposed to use the overpriced ability on the card to get them, but along with proliferate you get plenty of free mana. Throw in a colorless deck with the rest of the batteries

There are only 2 things to mention here:
1. Blue needs the mana the most and this thing still sucks.
2. The art. Seriously what is that even supposed to be? Just what kind of art de***ion did they hand poor Amy Weber?

People rating this low forget how 2 mana in blue can be a terrifying veiled threat.
Two lands untapped can mean you have essence scatter,boomerang, aether burst,counterspell,downpour the list is endless.
You opponent won't play his gems for fear of counters, then you do this at the end of his turn.
