Repeatable Fog/Holy Day each turn on a 2/2 three drop sounds very appealing despite the tricky three-color-cost.
Yet if you're running a mono-green deck or don't want to bother with colors that much, you might consider using Dawnstrider instead, which can do the same, but at the typical Spellshaper cost which requires discarding.

I've been playing magic for 12+ years and haven't seen this card until today. Pretty funny dude. Toss him in a deck with some ways to protect him (pemmin's aura + countermagic?) and he should be able to provide a soft lock. He's actually probably much better now then when he was originally printed....now that we've all seen first hand that Turbo-Fog decks can and do win - plus the land is a lot better.
He'd be a really annoying EDH general - especially in multi-headed team games where attack phases are shared.

One of my favorite EDH generals. Fog constantly, add some Howling Mine effects and Mesmeric Orb (+copy artifact, sculpting steel)to mill everyone out!

That is the coolest card name, EVER! A guy named Angus would have been good enough. A guy named Mackenzie. would have been good enough.
But a guy named Angus Mackenzie is just too good!
And the best part, he's actually an awesome card. Any guy who can make every day a holy day deserves credit. Costly yes. Will need shroud, yes. but by turn four (probably earlier because of the green) even creatures with infinite power are irrelevant.
One of the most awesome EDH generals ever. He's green, so you can run Seedborn Muse and fog every single turn. Many, many ways to keep him alive in these colors as well. I usually keep dedicated to him every single turn, in case I need to fog to save my arse. Sure, makes for a slower game, but it gives you plenty of breathing room if you get poor draws.

I use him as a control EdH general with good artifact mana acceleration creatures and artifacts that untap others backed by counterspells and some tutors for infinite mana and turns win with helix pinnacle

My indestructible myr EDH deck of these colors had an issue with being over-run - my guys would never die, but they just couldn't block enough. Now, I have the perfect General to deal with attacks.

I don't understand the purpose of the limitation to only playing the ability before combat damage. Why would you even WANT to play it after combat when the only thing it does is stop combat damage?

He is my general in EDH. He makes for some of the most amazing political games of magic you have ever played. I call the deck "Angus Mackenzie Loves Group Hugs" it becomes a game of who wants me to be their friend more. If you ever want to deal combat damage you'd best not poke the Scotsman.
