It seems overcosted, but remember this was in the days of Dark Ritual; two of those could power this out on first turn.
Running with Coastal Piracy can really make a difference in card advantage in your favor if you have a system that gets creatures through regularly.

Who says that this is a 5 drop? Dark Ritual was printed in Mercadian Masques so this card can get out as early as turn 3 using one Ritual, or even turn 1 using two of them. Also featured in Masques were Alley Grifters and Corrupt Official, both of which work quite nicely with this card.
