It should just be a two-mana enchantment that reads "At the end of each turn, if you control no creatures, put a 1/1 white Soldier creature token into play."

But of course, that would be playable.

This is actually a great combo: Fireball for 19, then Wrath of God. Then, you use this ability and kill the opponent!!!!!

Mind-bogglingly poor design. I can't imagine why R&D thought this ability needed to be mana-activated, and why the card itself needed to cost so much. As other people have said, this enchantment should have cost one or two mana at most, and the ability should take place automatically during your upkeep (or, for "security detail" flavour, during your end step).

A waste of a perfectly lovely concept.

One of the worst (at least regarding white) token engines i've seen so far.
Costs for tokens have decreased in the last couple of years notably. (Compare to Throne of Empires)
I think players would have called a card like Luminarch Ascension ridiculously broken if it would have been printed in Mercadian Masks (especially since this set contains a ton of damage prevention :P)

Becomes almost marginally useful if comboed with Teferi's Veil as long as you're willing to swing with every creature every turn.

At any point, I don't understand how this card was thought to be good enough for print. I know that they purposely made 'bad cards' back in the day, but ... there is no reason to make a purposeful bad card and make it a rare. Even if this cost 1 colorless I wouldn't see this having play even in casual. Who in the hell gave the OK for this to be printed?

As of this posting, this is officially the worst-rated card on Gatherer (with 0.717 / 5 stars).

I can see why it's rare, because then relatively few people are cursed with owning one, as it's a "I dare you to find a use for me" puzzle card, and only the people who want the mental thrill of breaking it will choose to seek it out on the secondary market. I can see why it's at 4 CMC, because at lower cost it could actually be used in the early game, leaving the card bad , but not puzzle bad.

I just can't see why this is mana-activated AND limited to one use per turn. One or the other, sure. Mana-activated to prevent an arbitrarily large number of activations from going on the stack in a turn. Once per turn to limit it to one token per turn (say, so you can't get a token, chump block, and get another). Why? So you can't follow-up Wrath with a chump in the same turn before turn 6? Because with both of those being CMC 4, ANY mana cost for the activation limits it to turn 5 or later (barring acceleration).

I think the puzzle got a little too constrained.

The art isn't that bad.

And it could theoretically, potentially win the game all by itself.

If you have a deck with 56 plains and 4 of these and your opponent has a deck with just 60 plains, victory is almost certainly yours!

The perfect answer to your opponent destroying your Barren Glory after you've used Kaervek's Spite! Just draw this the next turn, pay 6 mana in some probably impossible way, and BAM! 15 turn clock for your opponent!

While costs for tokens have decreased in recent years, this was terrible even at the time. Kjeldoran Outpost was printed a few years earlier and was so very much better. And while it was red, Goblin Warrens was even older.

A card designed to allow you to generate a chump blocker at instant speed even without a hand. I'm sure the idea was to give you a chance against black decks with a lot of discard and removal and only a few fatties to alpha strike with, but a cmc of 4 is way too high to really protect you from suicide black decks.
