Bad by itself (I give it 1.5/5) but as part of an alternate win-condition engine, it's pretty good.

One could play this, or play cards that win games.

Maybe with Viashino Sandscout and Viashino Sandstalker? You control both abilities, which both trigger at the beginning of the end step, so you can choose which order they resolve in. Viashinos come back to your hand, no kite crashing. Still a bit much on the mana department, seeing as you have to replay them and pay for the kites each time.

Could definitely be useful in a deck with cards like Ball Lightning. A fairly simple and reliable way to give evasion, and it doesn't really matter on the drawback!

Dump all your mana into giving your goblins evasion for an alpha strike, and considering this is a 2 drop you know it saw competetive play. Also, the fact that it checks toughness and not power really matters, a flying Lightning Elemental might be just what you need to close a game.
