Flash lets you keep mana open for counterspells, and play this at the end of your opponent's turn.
What do you gain from artifacts in your graveyard? Salvage Slasher gets bigger (but still can be pinged away) and you might be able to get Salvage Titan back to your hand. Immortal Coil definitely wants cards in the graveyard.
I've not seen it played yet, and it's not really my kind of deck, so I don't know how useful it is.

I think the plan is to sac an artifact that would be killed anyway, and/or to mill cards. The only thing I see preventing this from being a must have in all U/B artifact decks is that it can only cycle one card at a time.

In some decks it could be useful, but blue has much more efficient draw spells

Silentbobus, I sincerely and respectfully disagree. Your artifacts will be going to the graveyard too infrequently and inconsistently for this to be effective. Seems like most games it'll be a 2-for-1 card draw for 5 mana. May as well play divination. (Or, you know, good cards).

In decks that generate token artifact creatures this is useful, in most other artifact decks it is useless.

The card is kind of lame, at least in constructed, because it's too expensive. But the idea is really cool – I like how it has Flash – and the art is just _gorgeous_.

Combos well with Puppet Conjurer as a card draw engine. Drawing a card for one Blue mana and one Black mana ain't too bad.

I'd like to see it not get tapped.

with spine of ish sah it's almost like a transmuter. Sac, Draw, play land, recast, repeat, destroy! Also, in Sharuum EDH, it's got about a million other possible combos

Neat tech for turning artifacts that some one is about to smash into useful cards. Also, pretty neat with Ichor Wellspring or Myr Sire, or Myr Servitor. Plus, the flash helps for a draw-go archetype. And the fact that it taps matters not with Dross Scorpion.
the point is basically someone is going to destroy your artifact with something you play and activate this in response, and their spell fizzles then you keep it there to deter their effects that destroy artifacts

You can also play the flash in response to removal, or better yet Mind Control, and then sacrifice for card draw.

Cool that it has flash, in that, if you have this and lots of mana, and they play something that would, in fact, end the game, you can, at instant speed, play it, sac it, and pray for a counter spell. I wouldn't run it just for that, though.
