Pretty bad.
You'll usually want a fireball, that has the POSSIBILITY of hitting players, and it doesn't become harder to use as your opponent gets more creatures on the field.
If this is something you were seriously considering, you might want to go with Pyroclasm instead.
Or maybe just an actual fireball.

Not even 'meh'. It's splitting its damage among all of your opponent's creatures (and none to your opponent). Even if your opponent has one creature, you're better off with almost any other burn spell...

Perhaps if the dwarves had relied less on their catapults, there would be more of them in MtG today. The best thing about Dwarven Catapult is that it was never re-printed and Wizards gave us Pyroclasm within six months.
I can't help but think Dwarven Catapult was designed for an exclusively FE environment. The best creatures in FE, Order of Leitbur and Order of the Ebon Hand, both have 1 toughness. FE had swarms: think Thallid, Homarid Spawning Bed, Breeding Pit, Icatian Town, etc. I suspect this was (supposed to be) a FE hoser.

Imagine how useful this card would've been if it only rounded up and not down.

(Remember, it does have one small advantage: It doesn't target, so it can hit creatures with Hexproof and Shroud. Also, a lot of the fireball-alikes people compare it to are Sorceries, while this is an Instant. Still pretty terrible.)

This splits up the damage for free whereas fireball must pay 1 for each additional target. I think they thought it would be more powerful than it was, and then they made Pyroclasm which in my opinion is very powerful.
On a side note, my friend and I were playing old school decks the other day where we only played cards from Ice Age or before and I included this in my deck.
It killed all his thallids, a Zuran Spellcaster, and one other creature and won the game for me.
It is nice to win on on an oddball card every once in a while. I imagine there was a dwarf somewhere cheering.

Even the art implies that this card sucks because THE CATAPULT IS FACING THE WRONG WAY!
