This is easier to cast anyway as it doesn't require two colors to go off.

I can only think of a few cards that are better under general circ-umstances. and they're only good in their own colour, this is good for suprise factor in Blue and Red decks
As for Grixis charm, that needs three colours to work.
and as for zealous persecution, it isn't Blue or Red is it?

Forget comparisons with other cards, this one is just terrible in its own right. There are a nearly infinite number of U/R spells you could play instead of having this poor thing in your deck. Just because there's not a card that's strictly better than it in its own colours doesn't mean it's good.

I am confused why this card was made so weak. All that can be said about it is that it set the stage for blue instants that have a variation on the theme of "creatures your opponents control get" some lose in power until end of turn. Of course, this card's descendants like Hysterical Blindness or Turn the Tide are significantly better than it.
