Seems there are better ways to tap down people for your Royal Assassin than this guy, especially at 4 CMC. If all you want is the effect, Stun Sniper is your huckleberry.

Taps down the creature making it unavailable to attack or use its tap abilities, and has the added benefit of killing creatures with 1 toughness or more if you have some way to boost his power.
