Yeah, Daanz. Are you crazy? A 3 mana SORCERY versus a 1 mana instant? So who cares if you can't put cards on the bottom of your library. All that means is that you don't have to worry about Tunnel Vision. :P Having more cards available is always the better option.

Arglypuff, "stricly better" is a term used to state that two cards are identical except for one aspect that makes one of them superior.
Veteran Armorer for example is strictly better than Glory Seeker.
DaaNz was just trolling, and spoonish felt like feeding the troll.
In some (although admittedly very rare) cases it might help you more to put those cards on the bottom of your library instead of on top, even if you can't cast it at instant-speed and have to pay more, therefore Brainstorm is not strictly better than Dream Cache.
One can agree, though, that Dream Cache is Brainstorm's retarded brother.

Both have their uses, it really would just depend on the situation, sometimes you would wish that your Dream Cache was a Brainstorm so you could playing it easier and other times you may wish that your Brainstorm allowed you to relocate those two cards.

Not as good as the insanely overpowered Brainstorm, but still extremely good card advantage spell.

Outstanding in any deck running spells with Miracle. In fact, aside from Brainstorm, this is the only card in the game that allows you to draw and put any cards in your hand on top of your library in any order.

@Nagoragama
Actually, it provides no card advantage. +3, -2, but used a card for it = 0.
