By the time this guy gets out and ready to go, you're not usually going to have that many blue cards left in your hand and your opponent is probably going to have plenty of mana available. And if you did have enough card advantage to have enough blue cards and mana available to effectively use Brine Seer's ability every turn, you'd be better off if some of those blue spells were counterspells.

I wonder about this in conjunction with Kruphix, God of Horizons, especially as a Commander. With enough card draw and Kruphix being in part an indestructible Spellbook, you should have enough blue cards at any given time to make the Seer worthwhile. Just make sure you have a way to keep him around; 1/1 is not exactly durable, especially without protection/shroud/hexproof.
