Well, blue has a bit of a tradition of one damage effects, mostly thanks to this card. "Tim" (not Timmy) effects are named after this card, because, as wikipedia says on the page about Tim The Enchanter :-
In the trading card game Magic: The Gathering the Prodigal Sorcerer card is often affectionately called "Tim", because of his ability to damage any target (as Tim the Enchanter summons fiery explosions anywhere). Recently, the nickname has broadened in definition, becoming a term for any card with the same ability as Prodigal Sorcerer.
We can see plenty of older cards where blue has the "Tim" ability, including Hermetic Study, Mawcor, and even as modern as Psionic Gift.
Tim really does feel totally out of place in blue in terms of the modern game, this is very very much a red ability, that you could possibly see black getting under certain circumstances. However Wizards clearly had a different thought around older cards and what colours owned what abilities.
If Tim was printed in a modern set (and he has been colour shifted to red as Prodigal Pyromancer, or as a slighty more colour intensive, but upgraded with haste version as Cunning Sparkmage. Without the haste he would likely not see constructed play. Cunning Sparkmage only really saw constructed play in conjunction with Basilisk Collar. In limited however he would be much more likely to see play, but that would be almost totally dependant on the environment around him. In something with plenty of 1 toughness creatures to kill, he would be a very high pick (say Zendikar block). In something with almost no relevant 1 toughness creatures he would be much further down the pecking order.
