Along with nixing Suspended cards (he combos well with Delay), he turns temporary exile spells and effects like Turn to Mist and Mistmeadow Witch's ability into "shuffle into owner's library", and gets rid of stuff that was only exiled until the permanent that exiled it (for instance, a Champion creature) leaves play.
He's also anti-Imprint tech (or a way to get back your own Imprinted cards if something happens to the Imprinting artifact).

for a while this was banned in EDH. Why did they unban it??? This is so retardedly stupid in EDH.

It was unbanned because the General Zone is now a separate zone from the Exiled zone, so you cannot Riftsweeper a general from the General Zone into it's owner's library. However, if for some reason the player allows the General to go to the Exiled zone, then yes, you could Riftsweeper it in the owner's library. All in all, still a damn fine card. At worst it is a Grizzly Bears that is tribal elf, at best it gets you back an Exiled creature of yours or shuffles a suspend card into a library. Was really good in Future Sight draft to stop suspend stuff.

It also works to negate annoying things like Isochron Scepter, since the card it imprints is exiled face-up. Anti-Stick cards are good in my book.

This card accomplishes absolutely nothing against the cards Tommy listed. The point of all of them is that your permanent/creature/creature (respectively) is now dead, it doesn't matter if it's back in your library because the entire point of removal spells is to get your threat off the battlefield. See Condemn, where the fact that it puts it back in your opponent's library is never actually considered a disadvantage, because it's just irrelevant.

I attack you with galepower mage, exile your best creature until end of turn, then cast this to shuffle it.
Or cast flickerwisp and this in the same turn to shuffle ANYTHING and get two creatures too.
Yes you might un-exile your own stuff, or mess with your opponent's shenanigans, but those would just be gravy. And what tasty gravy it would be. Most of your friends probably forgot about this card seconds after reading it for the first time.

@Tommy9898: Anti-exile? I don't think so. In fact, two of the cards you listed (Oblivion ring, Journey to Nowhere) are just removal that can be undone by enchantment removal. Your opponents will merely thank you if you shuffle the exiled creature completely back into your library to make sure it won't see the light of day again when their enchantments leave play.

Actually i'd rather use this guy's ability on the exiled card if i had casted the enchantment, so i could flicker it with no worries and exile something different.

More like Anti-Path, Swords, Dispatch, Gaze of Justice, Reciprocate, ect ect. Yeah, one mana in white certainly gets around; I have a whole EDH deck based on it.

I run a pair of these in my Shaman Tribal deck just incase my Kiki-Jiki, Mirror Breaker gets exiled by Unmake or something else. I run beside it Fauna Shaman and Squee, Goblin Nabob. Just cast this, shuffle Kiki-Jiki or another exiled Shaman into library, then pitch Squee to Fauna and BAM that which was exiled has returned to my hand.

I love the look on people's faces when they StP, PtE, or UNmake one of my Shamans just to see it comeback.
