He's certainly FUN... And honestly is SLIGHTLY more useful than he initially seems. Potentially a deciding factor in weenie vs weenie, as you can use this guy to make your side win battle by battle.

Outside of that, no real use.

Sort of okay.

Keeps your creatures alive? Makes sure you're taking two less damage? Use that one card that switches power and toughness and give them a 0/-2?

That's what I used him for. Him and the Merfolk Thaumaturgist made a good team in the draft. Unfortunately for the Recluse there are better choices outside of that environment, like Silvergill Douser.

Perhaps a touch overcosted, but helps knock out Lifelink and First Strike, and can even negate Deathtouch and the like.
But yeah. I think he could've been a touch cheaper. Maybe WhiteWhite or even 1White and 1/1 would've been fair.

I think the reason he's slightly overcosted is that you can tutor for him with any number of other Rebels.

A decent Limited card in Time Spiral block draft, as he is tutorable by Rebel searchers like Amrou Scout, and a decent combat trick against lots of 2-or-less power creatures with game-changing effects like Thornweald Archer or Char-Rumbler (which has to work extra hard just to do some damage). Don't make him zap you with his Staff of Zegon!

Not going to make any Constructed decklists anytime soon, but can hold the line for white while it gets set up in Limited.
