One of the bad slivers. 2/2 for 4 blows, and most slivers are rather small, so they die at once when they are dealt damage. And in case you got a bunch of large slivers, you won anyway, so giving them +1/+1 counters every now and then is totally useless.

good if you have plated or watcher and quilled or psionic. slivers are fragile so if they can get the bonus it is beneficial.

I cracked open a couple of these guys during time spiral, but i don't use them in either my sliver deck or Sliver Overlord EDH. As Majinara mentioned, the price isn't the best for the body, and the slivers have to survive in order to get the counters. Also, ideally you kill the opponent before a stalemate develops, or you use a shifting sliver/shadow sliver/winged sliver to sneak in for the win.

I like how its creature type is also fungus. Put in a sporesower thallid and a sporoloth ancient deck and it will start making saprolings :D

I have one of these in my EDH Sliver Overlord deck. My experience is that it is only a useful card in a long, drawn-out game. As has been mentioned in previous comments, most slivers are little dudes to start with, so they tend to go *pop* when they get hit by anything until you have a bunch of other slivers buffing them, in which case they are already buffed and don't exactly need the extra counters if you're doing it right.
That said, if your sliver army is already big enough that they can take a hit, one of these will make your opponent think twice about throwing attackers your way under penalty of growing your slivers, and gives you an advantage if you attack and they choose to block. Take damage, or grow my dudes ... fun times with decision-making.

Not super great. Honestly, it doesn't add up all that fast and its a pain to track.It also costs four, its just not a very effective sliver. Could be fun in EDH or combo's with something like pyrohemia and Braid of Fire but as far as power goes its not great. It's not even good.

Ooh, it would have been neat to make your slivers into thallids. But this mechanic is probably more practical.

Each Time Spiral card was an homage to at least one previously printed card.
Specifically, each Sliver in Time Spiral and Planar Chaos derive their ability and mana cost from a previously printed card.

This Sliver is referencing Fungusaur.
