Its easy to use! Tap your City of brass, Take a point and make white mana then activate the rune.... wait....
Lol, on a serious note, its kinda odd that this had no use what so ever when it first came out but now with that evil volcano... the landfall one that lightning bolts you, it might be useful.

If its ability was triggered by tapping it (ex.: tap: prevent all damage from land sources this turn), it would have deserved a 4. Like that, no more than 3... it can be practical protection against man lands.

Never underestimate the power of manlands! This is also like the only thing ever that would protect you from Obsidian Fireheart Still, not that great. I am personally not a fan of any of the circles, but this one gets the most 'cool points' from me.

Grumman - no, this card never protected anyone from mana burn. The source of damage from mana burn is not the lands that provided the mana, but the mana itself. I don't think even a Circle of Protection: Colorless would have worked. Otherwise, wouldn't a Circle of Protection: Green protect you from mana burn caused by green mana, for instance?
And to anyone who's gonna go off about how mana burn has been written out of existence... hah. MAKE me play Magic without the mana burn rule. Go on, try and MAKE me. I'll force you to play a deck with nothing but 60 Razor Boomerangs. Heh.

Great against Valakut, the Broken Pinnacle. You could also pair it with Tarnished Citadel and Sorrow's Path, though I have no idea why you'd ever run the latter.
@DrJack I suppose you don't empty mana pools at the ends of steps and phases either? I can't stand people who blame their losses on the fact that they play only Type 2 in a casual setting, or exclaim "THAT CARD IS BANNED" when you play Tolarian Academy in a casual setting (pretty much anyone who started playing after Lorwyn), but combat damage doesn't use the stack, world enchantments aren't relevant and mana burn doesn't exist anymore. Those are part of the updated comprehensive rules.
You're sounding like one of those guys who insists that people who don't play ante are cowards.
