Sorry, but did I just use an infinite mana combo to force both of us to draw our decks? And did I just discard an Eldrazi Titan to reduce my hand to 7 cards, shuffling my graveyard back into my deck? My bad.

Only good as a risky move or for use in a powerful combo. The art is a little silly, but that's always refreshing.

From the errata:
10/4/2004 Both players draw cards at the same time.
10/4/2004 If both players run out of cards during this effect, the game is a draw.

You'll just force a draw (draw game, that is) if this happens; once you start on the draw X, it can't be interrupted since it all takes place at once (unless there's a replacement effect going on, which discarding a card at the end of your turn isn't). Unless you make sure your opponent has fewer cards, that is, in which case discarding an Eldrazi afterwords doesn't help you since you just won or will win once you say "go."

There are some great uses for this card, but that's not one of them. And infinite mana engines have better kill cards than this, like Stroke of Genius or Blue Sun's Zenith, which you can use to win even if you have fewer cards than your opponent, and can still be comboed with Psychosis Crawler or Niv-Mizzet, the Firemind if your opponent has, for example, Parallel Thoughts or Pursuit of Knowledge to keep from getting decked.
