Only really good with Groundskeeper or similar cards.

Had it been "Sacrifice Fortitude: Regenerate enchanted creature." this might be more interesting.

Urza's block had it's ups and downs. . .

As had already been commented, sacrificing the enchantment to do the regenerate would be much cooler.

Were they really worried people would waste a Disenchant on this?

I... Actually kinda like it. On it's own, it's still an enchantment that allows you to protect your big creature even when you are tapped out. This is green, so that shouldn't be much of a deal.
This... Could be pretty beastly in a Knight of the Reliquary deck, though. In the same colors, Land Tax seems indispensable with this card (good luck finding one though). What's great about this card, is that you can use it's effect to "regenerate" the enchanted creature whenever and as often as you want! Regenerate means that the next time the creature would die, remove damage from it, remove it from combat, etc.
Shoot, you can sacrifice all your forests when you swing to give knight and/or Terravore a nice, permanent boost.
Severly underrated, I think. This thing could be HOUSE in the right deck.
