Tezz: Yes, you would pay extra for spells if it is not your turn. Your opponents pay extra for spells on your turn, or on their other opponent's turns (in a multiplayer game).
That said, this is a nice anti-counterspell strategy, one of the few without colour commitment. It's a little limited in other areas, as it's simple enough (and not THAT hampering) for foes to confine removal and other instants to their own turns. So, I would recommned sideboard at best- while there's better anti-instant tech, this fits in a wider variety of decks than most.
