Wow, its rated 2.75? thats like... way too high.
For this cost, it easily could be enchant permanent, and still be expensive...

I can't help but think that the lizard dude is tweaking his nips.

It'd be usable if it didn't cost an absolutely ludicrous 3{U} every time you want to equip it. Heck, just use Sleep

5cmc? not with commander...

While Sleep is more viable now at the time this card was printed this was a good card. It was over cost but it was solid lock on hugh cards in draft and there where a number of aura movers in Ravnica blocks. It deserves a 2/5. At least u can put it on your creatures even if your opponent takes it from your hand as it is 'your' card and control it and what it enchants.

This looks like it could be fun with the new Bruna, Light of Alabaster. Bruna attacks or blocks, put Stasis Cell on Bruna from the graveyard, then move it to an opponent's creature. Repeat as necessary.

The only redeeming part is what IUHoosier mentioned earlier, if not for the ability to instantly move Stasis Cell to another creature without prohibitive "same controller" wording this card would be too expensive. I would much rather see this as a 4 CC but being able to re-target at instant speed makes it worth the card slot.

Interesting, but overcosted.
