The great advantage as opposed to Ancient Ziggurat is that you can spend this mana for anything, including non-creature spells and any activated abilities.
Unfortunately you'll have a hard time playing that one early since this is rather problematic in the first turns, especially if you're playing against removal.
Glimmervoid - handling with artifacts rather than creatures in the same way as this land - has the same problem here, although there are lots of playable artifacts that require no mana to play as opposed to creatures.

There are quite afew decent one and two drops, making this land viable first turn. My biggest fear is wrath effects, but all lands that produce any colors have some draw back. Besides that, It's still my favorite land.

....could it be? A BALANCED card from Urza's Saga that isn't horribly broken or underpowered by today's standards?

First turn, if you need to play this, have a one-drop with Shroud or Hexproof. I recommend Gladecover Scout or Slippery Bogle. Your land should be safe until someone drops a Wrath.
