Mutavault would have been pretty gay for draft -_- It would have made the changelings too good, and all the different Tribal cards would get fought over too much by both the players of the Real tribes and the Changelings players.
This is an honestly nice card to see because if you try to go artifacts, or if some dummy passes you Arcbound Ravager and you find yourself IN Artifacts, but you also are pretty sure your deck is going to be running a good amount of color, this card can help you be a 'half artifacts, half X' deck.
It's not something you deliberately go for, it's something your draft pool could force you into. There's a number of cards that are cross-synergetic with lots of things in the set that serve basically this function. :)
Also, if you just like City of Brass, here's another City of Brass. :P Actually that's really a good reason too: They didn't have this card in Scars of Mirrodin, but Commander and all the other, many, varied target audiences Modern Masters is trying to reach...they all want a few more copies of both City of Brass and Glimmervoid out there to buy. They're no Command Tower...but they're cheaper than Fetch Lands, and you can run all 3. :)

Having Mutavault in Modern Masters would have been nice, but i don't mind a reprint of Glimmervoid at all.
