The ruling on this used to call for a judge to verify whether the player had an artifact card in his hand or not, if the player declined to put something into play. I can see why they changed it to "may".
This card is awesome, have darksteel forge, darksteel colossus, or any other mana expensive artifact out on turn 4. In some ways its better than the master transmuter, because with the transmuter (unless you give it haste somehow) you would have to wait until turn 5 to get some powerful artifact out.
This card looks better than I thought it was before.

The cornerstone in a deck I have been designing off and on for the past two years. Useful for getting out high CMC artifacts, it also benefits from combat tricks: block, sac, get replacement artifact that swings the game in your favor.
