First, sorry for my english. I have a mono black discard deck. In the deck have 3 Noetic Scales but I have a question. All the cards are returnet to de owners hands at the same time, or the owner can choose the order. For example, vs a Merfolk deck, if the opponent choose return first a card that give +1/+1 to all merfolks, after its possible that the other merfolks don't must return to the opponents hands.
Naudor, they would all get returned to the owners hand. The ablility checks the power once, anything that happens after that doesn't matter.

This card is all kinds of busted in the right deck. This is the most appropriate artifact to play with specters. You can easily keep your hand size big enough since spectres are on the small side overall, and you'll be playing Capsize anyway. It's also backbreaking with ETB and leaves the battlefield triggers.

I use this a lot in EDH. My Doran Infect deck has it to abuse the low-power/high-toughness theme. It virtually never affects me, and will always either bounce a few creatures or deter everyone else from playing certain ones. I use it in my Damia Discard/Stax deck also, because it's designed to drain everyone else's hand, and in that setting it bounces virtually all of the creatures they decide to play.
Very powerful, seldom seen card. Making symmetrical effects asymmetrical is the bread and butter of multiplayer control.

I used to love emptying my hand to get my ravenous rats back for even more discarding. Used bad moons and bargaining table to help bounce the rats and draw for more advantage.

Use with Rakdos, Lord or Riots and Warstorm Surge to unleash lulz.

Play with Warped Devotion. The more they discard the more they return, the more they return the more they discard.

Thanks a lot

clearly best placed in discard decks or pretty much any blue/black deck
Actually has lots of uses in EDH. And you can impress everyone at the table because NOONE knows about it.
Basically I agree with Justice1337.
