Black land destruction wasn't out of the ordinary in the first 10 years or so of Magic. Rain of Tears got a reprint recently, in Tenth Edition, and was in Mercadian Masques too.
I don't think the "color pie" was ever supposed to be absolute. The game wouldn't have evolved very much.

@Guest...: It was Black and not Red because the color pie changes as Wizards finds the correct places for mechanics and abilities; the same reason why Prodigal Sorcerer got shifted to Prodigal Pyromancer. Note that land destruction is still in Black's color pie (see Polluted Dead, it just tends to be more powerful in Red.

One of the more fair targeted Land Destruction cards that anyone would actually use.
Lands that blow up other Lands are just much more useful for realistic deckbuilding though. Land Destruction as a strategy wants to as close to 1-for-1 or better the whole battlefield's mana, so that a card like Jayemdae Tome or something can net you an advantage. 2 or 3 mana is the most I think people will actually pay to kill a land.
