It would only effectively cost

if you used the Red

before switching to the next phase, at which point it would be removed from your pool. Though in a Red

deck, i'm sure you can find some use for that mana.

Sorry, but no. The mana will be added to your pool once the spell resolves completely, at which point it's too late to copy it.
