Yes, the one less CMC of Fallow Earth is generally better, but what happens if your opponent is running Liquify?

Strictly worse, as the magic developers use it, doesn't mean always worse really because you can always find some exception. The fact that Liquify exists doesn't make this card not strictly worse than Fallow Earth.

I am reluctant to call this strictly worse though because arcane decks are a thing that actually exist and those would be okay paying the extra mana to be able to splice onto this and get the bonuses for arcane spells many cards provide in Kamigawa. Sadly splice was a nasty degenerate mechanic with no support outside of block or this could be a more legitimate alternative.
