No, he's referring to the cost of the spell, three mana for two twiddles is a bit steep.

You can easily do this and more with that card from ravnica with replicate, although this one is easier to splash.

Don't think of this card as simply 2 Twiddles. This is just as situational a card as Twiddle is, but may target all types of permanents and not just artifacts, creatures and lands. This is a powerful 1-on-1 card especially if you manage to draw 1st. When targeting land you are in essence making this card a blue Silence.

I have recently begun playing MtG again after a 10 year break and I can tell you that there are only a few cards that my opponents have openly commented mid-game on how frustrating a card is. This is one of them. I would recommend using this card and then reevaluating whether or not you think it is just "2 Twiddles" or is "not strong/useful".

Oh, and don't forget this card is arcane and can contribute to other cards needing arcane to boost it's own effectiveness.

I feel this would've been fine with Splice onto Arcane for 1U or, because it's Kamigawa, 2U.
Nice artwork though, dragons look cool. Who doesn't love electrified chinese dragons?
