Rather interesting. Twiddle for all permanents, and I like that it can hit enchantments, as well. Sure, there's only one enchantment that taps on its own, but still, the ability to do so makes it awesome. The {U} Splice cost makes it relevant and useful in-block, as well. A decent card all the way around. It's not as good as some other cards of its type and style, but it'll give combat tricks in a pinch, as well as tapping key artifacts and lands.

In conjunction with a deck full of arcane spells, about a dozen fertile ground variants, and a recurring shuffle your graveyard into your library mechanic, this card allows infinite storm. I use it with haze of rage and unnatural speed. Attack with storm crow ftw.
