The Channel ability is overpriced, but it's targeted damage ability is very nice. It could do with a higher toughness, 4 or 5.

Underrated, heatray on a stick, this rocks in red burn, or any other deck with red for that matter. 5CMC with such an awesome ability, I'm surprised it's even a 3/3. Love it!

So he's worse than Earthquake, and worse than Heat Ray (since he requires initial investment) and a not-at-all useful creature (Red scoffs at 3/3s for , and he's tapped most of the time). But he manages to be far more than the sum of his parts. You're never disappointed to see him in a draw, and you're going to enjoy him no matter how you wind up playing him. Plus he looks cool, kind of like a hammerhead shark made out of worms (I assume those spots on the tentacles coming out of his eyes are his actual eyes). He could use some cool flavour text, though. 4/5 for being utility incarnate.

Jiwari = 地割り = literally "to split earth" but usually meant to mean "to divvy out land" So in the attempt to have an epic-sounding name, they just came up with the Real Estate Agent of the Kami. woops

The appeal of using Jiwari's Channel effect instead of Earthquake is the availability of a way to counter those two things. Earthquake, as a spell, is only safe from things that specifically prevent certain (i.e, nonred or nonsorcery) spells from being cast. Jiwari requires the use of a card that counters an ability, which are EXTREMELY rare compared to ordinary counters and generally not used that much since people tend to prefer countering the source of an ability rather than the ability itself.
He's a decent general for a Burn Commander deck in my opinion. A bit pricey for a burn, but being reusable and able to take out virtually any non-flying creature helps make up for it.
