Certainly not the most exciting creature in the world, and nothing remarkable for its cost, either. As Duskdale points out, it's a card that has been done before, and has been redone since.
What I do like about it, though, is the flavour behind the creature. M:TG doesn't have "ghost" as a creature type any more, but this creature reminds me of some of the black creatures I used to find creepiest: Lost Soul and Bog Wraith. Black magic has called up the spirits of somehaplesspeople and pressed them to service. We know almost nothing about them - they're hidden in robes - and only creepy little rhymes attest to their danger.
The same is true for Moaning Spirit - she looks just a little off, and there's no way to know in what way she's dangerous until it's probably too late!
EDIT: @tavaritz: You have to know the multiverseid of the card you want to link to - usually it's the number at the end of the Gatherer page's URL. Then, instead of doing (autocard)Lost Soul(/autocard), you would put (autocard multiverseid="XXXX")random text(/autocard), where XXXX is the multiverse ID of whatever card you want to link to.
Somebody on the flavor text squad is extremely confused either about the meaning of moaning or about meaning of lullaby.
That, or they had the most terrifying early childhood ever. "Mommy's singing you a goodnight song right now... from the grave... do you hear it? ... it sounds like" MMOOOOOOOOAAAAAAANNNNNN
