The card you are talking about is Harm's Way, leomistico.
It indeed beats that card by far most of the time - deals 2 solid damage for only White only and can also be redirected to a player.

Primarily a combat card, it can usually kill most blocked or blocking creatures. Chump blocking a Baneslayer with a Storm Crow, then playing this, is always a pleasure that this card can give above what Harm's Way can do.

Also good if you control a creature you want to deal damage to. Stuffy Doll or Swans of Bryn Argoll take the hit your opponent aimed at another creature.

It destroys any creature with power greater than or equal to toughness as long as it's doing damage. Think of it as a destruction spell. Yes it's not entirely great but it's only 3 mana, instant speed and can destroy most creatures except the ones that are not targetable or ones that can regenerate or are indestructible.
It's decent, also not that great because it only deals damage to creatures.I don't see many players actually playing creatures with toughness greater than power so it's a good card, just not "powerful".

It gets 3 but +0.5 more because it's cool how it can destroy creatures: by redirecting damage.
