dBlue whithout a card on hand is not working. Blue is a interrupt you need as many cards on hand as you can have.

While I agree that you should be carrying counters in (almost) any blue deck, you may not have a hand as often if running U aggro Illusions.

I don;t think this works with bottled cloister. Rulings say it checks your card count at begining and end of upkeep
