3/3 for 4 is ok. Making people discard up to three cards is nice too, and there are many ways to recharge this guy. The downside is though, that normally you want to use up such counters in response to the creature dying. With the "only as sorcery speed" restriction, this won't work. So there are better ways for constant discarding.

This card has a lot of potential today -- now that there are many cards that add +1/+1 counters to creatures, such as Steady Progress and any Spike creature. The Dissension expansion set also had many cards with counter mobility. Try this card with Experiment Kraj and you can activate this card's Coercion-like ability every turn.
Love the artwork, would work great with the proliferate mechanic to increase his longevity. Causing an opponent to discard each turn is pretty hefty provided you can keep the counters flowing. It'll destroy their hand pretty quickly especially when coupled with other hand disruption.
